How big is the SH area?
Stadshavens covers 1600 hectares, about the same area as Gouda, and is the largest inner city development in the Netherlands. It lies within the Rotterdam Diamond (the diamond-shape formed by the motorways around the city). Stadshavens is outside the dikes, on one of Europe’s major tidal rivers.

Who is responsible for the development of SH?
Rotterdam City Council and the Port of Rotterdam Authority are jointly commissioning the project and Projectbureau Stadshavens is the collaboration of the two.

What is the objective of the SH project?
Rotterdam City Council and the Port of Rotterdam Authority have a double objective: to reinforce the economic structure and provide an attractive, high quality, sustainable living and working environment, which is climate proof and has a future-oriented energy supply. Sustainability and quality of life are integral to the development of the area.


What is the Rotterdam Climate Campus?
Rotterdam is developing a Climate Campus as part of the Rotterdam Climate Initiative. They are working together with the RCI, the Urgenda organisation, the directors of the Knowledge for Climate programme, the Port Authority and various participants from the trade and industry, education and science sectors. Knowledge development and delta technology will come together on the Campus on a grand scale. The campus will be located in the Merwe-Vierhavens district, which aims to become a testing ground for energy transition and water management.

What makes SH so sustainable?
Stadshavens is the showcase for sustainable Rotterdam. For example, there are plans for experimenting with carbon neutral distribution sheds and unconventional housing developments. The goal is that the area will be able to supply its own energy by 2040.


What is the role of the project bureau?
The Projectbureau Stadshavens Rotterdam is facilitating communication and the development of plans and decisions to stimulate the transformation. The project bureau is a collaborative venture between Rotterdam City Council and the Port of Rotterdam Authority.


How long has SH been in existence?
SH has been in existence for four years, first as a public limited company and now as a facilitating project bureau, commissioned jointly by Rotterdam City Council and the Port of Rotterdam Authority. They work closely with the OBR (Rotterdam City Council Development Company), the Department of Public Works, the Department of Town Planning and Public Housing, the DCMR Environmental Protection Agency and the Port of Rotterdam Authority. They also have links with the central government, Rotterdam Regional Authority, South Holland Provincial Authority, the district councils of Delfshaven and Charlois, Pernis Neighbourhood Council and Schiedam City Council.


How much will the development of the SH area cost?
8 billion euros, which has to be raised by Rotterdam City Council, the Port of Rotterdam Authority and the state (1 billion), along with private sector participants, such as housing corporations, investors and trade and industry.


Is Rotterdam working with other international cities with experience in similar developments?
Rotterdam is exchanging information with ports like New York, Chicago, Vancouver, London and Hamburg.


Who is responsible for the development of the RDM campus?
Rotterdam University and Albeda College. Most of the old Rotterdamsche Droogdok Maatschappij (Rotterdam Dry Dock Company) is being converted into the RDM campus, the letters RDM now standing for Research, Design and Manufacturing. The site is being developed into an unusual business location and a breeding ground for the creative and innovative manufacturing industry and new sources of energy.

Stadshavens is the icon of Urgenda: what does that mean?
It means that Stadshavens will be the protagonist for making the Randstad (the built up area around the cities of Western Holland) climate proof. This forms part of the Rotterdam Climate Proof (RCP) programme, which will introduce measures over the next few years to cope with climate changes in Rotterdam.
